   Sophie:

   How would one get started boarding dogs without getting problems with the city?

   I live in Montreal North. I have a triplex and we are allowed one dog per address. We have four dogs presently.

   Two of the Shih Tzus are very old and may not live for a long time.

   I would like to know rules and regulations concerning fostering additional dogs, possibly cats.
